It is an old recording put out by the British 'General Post Office' Telephone Department to remind us how clever they were!  Interesting all the same.

For those without CNET in the UK  - call 01352 83 8111 (or Sipgate 283 8111) then dial 8281 after the announcement (no need for the CNET 'STD' code)  - then wait a moment or two while whilst the phonograph gets the cylinder up to speed. Eventually the recording will start.
