[VoIP] Just bought a Western Electric 202

Grrr.  The dial is just enough out of spec that it fails most
of the time on digits 8 or greater talking to the IAXy.  The IAXY
decides that it has an on-hook condition.

It's a beautifully restored, phone (now that I connected it to a
425E network), but it's useless to me if it won't talk to an IAXY,
And I'm sure that Mark Treutelaar won't do anything since it works
with modern C.O.s that aren't as picky as the IAXy.
