IF you think it is simply out of spec, you may want to send the dial to 
Steve Hiltz for adjustment
He charges 6 bucks labor, plus you will have to eat shipping both ways.
Don't feel bad, my T1 card and channel bank mis dial in pulse from my 
TS-22 but set.
Some in the group also had to modify wctdm.c to fix up a simian issue.
These Asterisk guys don't understand much about pulse dial!
