And it used to be done so in the UK - Bell set no.1 had a bias spring, when 
fitted on some examples.  Bell set 41 had a slugged relay which was slow to 
pick, and slow release, and didn't connect the bell to line unless the relay 
operated.

So it was immune to dial tinkle, but then pulled in on the first ring cycle 
and for subsequent ringing.
