Untrue.  Asterisk handles rotary completely different
than DTMF (touchtone) in this case.

For rotary (as well as for onhook/offhook supervision)
the channel bank maps the dial pulses into signalling
bits which are inserted at specific bit timeslots in
the T1 frames.  These dial pulses are decoded by
zaptel.

For DTMF the dial signals are sent as ordinary audio
(inband) as far as the channel bank and T1 are
concerned and are decoded using the DSP routines in
asterisk...
