The UNIX-server world since the early days has relied
on the NTP (Network Time Protocol). The NTP network
is hierarchically arranged with, as you might expect,
US Navy atomic clocks at the root (or perhaps cesium
atomic clocks are considered passe these days)...
Customarily the NTP daemons are automatically started
at system boot time.
I would imagine that there must be NTP support for
Windows as well, but don't use that OS at all, so I
don't know details about how to get ahold of it, or if
there are freeware versions of it, etc...
