[VoIP] DST change in Windows

Hi,
If the sender of the message wasn't using webmail, and had a maladjusted
clock, then the webmail provider, which is relying on the incorrect time of
the sender's clock, will use that wrong timestamp to generate an equally
wrong timestamp based on your timezone.
