[VoIP] Legacy Ringback from Recordings in Asterisk

I have noticed that not everyone can hear my ringback tone.
For example, when I call in from my t-mobile phone, I hear silence until
the call is answered.
Additionally, when my mom calls long distance from Colorado Springs, she
says that all she hears is a "weird noise" until the call is answered.
Thinking that it may have to do with the codecs accepted for incoming
calls, I am left to wonder:
Should I have a .gsm file in the same directory?
(I have an ISDN PRI line that accepts two different audio types (au3 and
another I can't remember), as well as C56 and C64.
