[VoIP] Legacy Ringback from Recordings in Asterisk

As usual, it is a cobbled together scenario.
Here is the basic flow:
PSTN switch PRI => My asterisk at work => my asterisk at home => my
phones
The PSTN switch is a Siemens EWSD, and it is providing an ISDN PRI (TDM)
to a Digium T1 card. The EWSD is set up to relay the Asterisk's
ringback tones to the caller rather than provide its own.
The asterisk at work is set to forward certain of the DID block via SIP
to my home Asterisk box. There, it is routed to either a Digium card to
a channel bank, or to a SIP or IAX2 device.
I had originally thought that, in the case of the t-mobile calls, their
cell switch was set up like a Lucent class 4 switch to only pass audio
one way until the answer supervision was received. But it's the OTHER
way that is disabled, so... Scratch that idea.
I'm left to wonder if one of the two voice types that the EWSD is using
is incompatible with a ULAW formatted recording.
