Not with regards to DNS, as there are actually four of them, so, if one
is not reachable, the other three are available to answer queries.

Email is another story, with me trying to find that delicate balance
between blocking spam and not blocking legitimate email.

That absolutely wouldn't affect enum/dns lookups, though.
