[VoIP] Setting CID in *

Will the party calling from IP address 70.100.59.184 with CID fields set to 
"0000000000" please set them to real CNET-reachable information?  We don't 
have many rules on CNET, but one of them is to have a valid CNET-reachable 
CID set in your outgoing calls.
