It is, but it's very simple and very "stupid."  It is permanently set to 
either collect or return coins, with no regard to the status of the call 
attempted or completed.  There is also no coin enforcement beyond the 
hopper trip switch that opens the dial contacts in the phone.

The project that Mark is talking about is much more sophisticated and will 
ultimately result in a system that will operate a coin phone in original, 
prototypical fashion.  Some switchers have true coin trunks on their 
switches with payphones attached and are already doing the real thing.  My 
circuit is a quickie work-around for those of us without real coin trunks 
on our switches.
