I guess rules are meant to be broken.  Milliwatt is usually -9940 in
Illinois Bell/Ameritech/SBC/New AT&T/whatever-it-is-this-week territory,
and it is at my local CO.  However, there is a Chinese restaurant near
me with -9938.  Pay phones were always -98xx back in the day, but I'm
not sure there are any non-COCOTs left here.
