Yes, it was.  And Sweden used a similar backwards numbering except 
starting with 0 where 1 should be, descending to 1 where 0 should be (if 
I remember correctly).  Might as well include that too if the effort 
isn't huge.  It's the only other dial layout that's incompatible.
