[VoIP] Unreachable/Reachable messages

This happens to me too, no matter how high I set the qualify= entry to
in my sip.conf entries (I've tried values of up to 5000ms or so). I
don't know why it happens when the real network latency between the
asterisk box and the SIP device is on the order of 1-2ms, but it does.
