[VoIP] Asterisk-Adtran dial rate

Max,
I changed 'ZT_DEFAULT_PULSEAFTERTIME' to 900, rebuilt everything, and
rebooted. I see no change in the PPS. Also m/b has always dispalyed as 60/40
So I suspect these are in fact being overidden somewhere.
