[VoIP] Asterisk-Adtran dial rate

The X100 was intended for the US market.
Perhaps the combo of that and the VERY short loop is the problem
Incoming selectors and station lines off EM switches in the US don't 
seem to have that problem, unlike the item being discussed now with 
FXO's through a T1 circuit.
