Your town would be well served by an Asterisk PBX with a bunch of
SIP phones. They'd probably love the look and feel of the Cisco
Linksys 942s.
Only need to run one CAT6 cable down that conduit.
Connect them to the outside with both a PRI to the telco
if they can afford it, otherwise you know enough about
channel banks to do a good FXO solution (yuck) and
also get them hooked up to an ITSP (Internet Telephony
Service Provider).
I've been told that Verizon Business will give you
incoming SIP service, but the guy who claims this is
possible, and claims he has it, can't seem to put me
in touch with someone to order it.
