[VoIP] Numbering - existing use of 311

Here in the 128 LATA, it was a citizen's initiative that the PSC accepted
which allowed 1+ permissively on local calls.  It was called the "laptop"
initiative,  or something like that.  So you wouldn't have to reprogram
your laptop when you used it at home or just outside your local calling
area.

The rules for each NPA are specified at http://www.nanpa.com/

Go to Numbering Resources, then to NPA (area) codes, then to
area code search.  In the lower right corner you'll see the
Standard and Permissive dialing for all call types.

What you won't see, though, are a few special cases, like the NH
optional toll alerting (customer can order it).  That removes the
"Standard" Home NPA Toll Calls (7D) and makes 1+10D required.
I think it also makes Foreign NPA Local Calls be 10D rather
than 1+10D.  It may or may not give you permissive 1+10D on
Foreign NPA Local Calls.

I see that it's not always right, though.  It shows 617 as

Home NPA Local Calls: Standard: 10D   Permissive: 1+10D
Foreign NPA Local Calls: Standard: 10D  Permissive: NA

That should be permissive 1+10D on the FNPA Local as well.
