Correct, it's the two coil relay: one on and one off.
Actually, I have a few extra relays including a minor switch to receive a
dialed one or zero to ground the tip or ring respectively.
To control a device, I pick up a phone, dial the trunk code, the two digit
device code and then one for on or zero for off. After that, I simply hang
up and everything restores. I do have a small "timing chain" to limit the
control to a short pulse so the relay doesn't burn up should someone forget
to replace the handset.
