[VoIP] ProjectMF Changes

I've updated my ProjectMF dial plan to (hopefully)
provide more realistic seizures. The plan I was using
did not return a wink on seizure, so was not very
realistic.

When dialing in now, you get routed through an SF/MF
trunk, to and endless ringback (with an occasional
voice prompt to play 2600). A successful seizure
should drop to the trunk and give 2600 handshake
"kabeep". 

It is more difficult to seize the trunk, though,
requiring a longer and louder 2600.

When a successful call hangs up, you get dropped back
to the ringing.

Imagine you are seizing a Herz toll-free ringback!
