[VoIP] Numbering - existing use of 311

Can't do that here.  It'll get your hand cut off.  We have the politicians
to help us with the dial plan in Michigan.  Several overlays were delayed
and cancelled until a crisis loomed and then they went with cut it finner
and smaller.  Works good lasts a long time if you can keep the politicians
out of it.

Wow. I thought the 128 LATA was backwards with it's 10DD or 1+10DD for
local and 1+10DD for toll. At least here I've trained myself to always use
1+10DD for all calls.

It does get confusing when I need to use my sister-in-law's phone in rhode
island though.

ObRelated: A friend of mine moved from Boston to New Hampshire. One of the
first things he said he had to stop himself from doing was give his area
code out before his phone number. He said people were looking at him like
he had two heads when he started off his phone number with "603..."

I am not sure but suspect as John and others have indicated I'll bet it isa
working somewhere in the vast NANP.  In Michigan where I live we have
received extended local calling to any adjacent exchange that touches
yours.  Now one would think that would mean you could dial it as a seven
digit number. Nope guess again, and you can't dial it as a 1 plus ten
digit.  It can only be dialed as ten digits.  You think I would remember
when calling the Home Depot in the next town over but almost every time it
takes me two or three tries to get it right.

Aren't there areas of the country where 10-digit dialing is used without
1+?  Or are do these only allow local or intra-LATA dialing to those few
nearby NPAs?
