Steph,
The locking is in the firmware I believe.   I don't think its possible
to erase all the "locking settings" because it's a custom written
firmware image (for the linksys PAP)  Not just anyone needs to have VoIP
hardware locked to a provider.   Its only the very big companies.

Has anyone compared the boards to see how they differ?  It might be 
something as simple as the contents of a socketed non-volatile memory.  
If so, it should be possible to convert "v's" to "non-v's".
