Steph,
It's probably in the "STD issue" of the POEEJ that appeared in 1959,
more or less concurrently with the introduction of STD in Bristol. If
it's not in that one, it appeared fairly shortly thereafter. I think
the title of the article was simply "Metering over Junctions" or
something very similar.
