[VoIP] Returning CNET numbers

Hi, folks.

I just wanted to let everyone know that I'm re-designing the website to
reflect what we just voted on and approved.  What we will be doing is
presenting a list of numbers, out of which you can choose an available
block when you are ready to start testing.

Since this will be tied to the login and the enum in a more-or-less
automated way, the new user process will change to:

1. Register yourself
2. Obtain your block of numbers
3. Get your equipment working with the voip network
4. Provide details of your switch in the user area under "My Switches"
5. Make directory entries reflected your working numbers.
6. Announce your new turn-up to the list.

It's not there yet, but I expect that we will have something by Sunday
evening CST.
