[VoIP] Returning CNET numbers

It's not automated yet, but, if you would, please send me what blocks of
1000 you wish to KEEP under your current assignments, and I will 'free
up' the others.
Almost there on the automated part of things, but not quite.
Some of you have already volunteered what blocks you want to give up.
If you have done so, there is no need to respond to THIS message.
