Guys,

As open as our network is, the only real way to keep from having calls
coming in at ungodly hours is to do what Doug Alderdice has done:
restrict things at the destination asterisk tandem.  With as many
different portals as we have, and as many different configurations of
asterisk boxes in general, trying to plug things up at the originating
end would be a lot like working with a water balloon; restrictions
caused in one place only causes bulges in others.

It's been awhile since we broached the time-of-day restrictions.  Can
you share your configs with the group?
