At least limit the time period that one can hoard / stockpile / not
implement CNET office codes before releasing it back to the wanting public.
This may defer the need to implement NPAs.  Though like the Internet IPv4
addressing scheme, no one ever thought that there would be a shortage of IP
addresses back then.  I can think of a special someone who is sitting on
four office codes allowing them to collect dust.  And now we have
IPv6.......
