This thread is getting stale, but to recap, my suggestion would be to 
suggest that those holding unused office codes (for more than six 
months, say) provide redirect service for anyone who needed, er, wanted 
a group within their "prefix." I would certainly be willing to do that 
on the office codes I have, even though they are online and connected to 
an EM switch. If the affected office were unable or unwilling to provide 
that service, the petitioner would then be free to ask the Chief Enum 
Coordination Officer to do so.
