[VoIP] Number portability in CNET

I'm sorry; I didn't realize that staleness was setting in, as I, as a new
guy, have only just recently been made aware of the potential problems in
the current numbering plan. I just don't want to offend someone who might
want to use 749 or a portion of it, and have them find out that I am the
impediment to their pursuit of happiness.

| This thread is getting stale, but to recap, my suggestion would be to
| suggest that those holding unused office codes (for more than six
| months, say) provide redirect service for anyone who needed, er, wanted
| a group within their "prefix." I would certainly be willing to do that
| on the office codes I have, even though they are online and connected to
| an EM switch. If the affected office were unable or unwilling to provide
| that service, the petitioner would then be free to ask the Chief Enum
| Coordination Officer to do so.
