[VoIP] Status monitoring

I reran the script last week (with a few bug fixes) against all the 
North American office codes in the directory.

Note that non-supped connections are reported 'NOANSWER'.

I am still desirous of setting up a conference to discuss the project 
and specifically how we can address some of the lingering issues.  
I'll have to schedule and post a notice here on the list.
