[VoIP] Calling all Asterisk 1.4 users

Haven't really considered it since I'm not sure what function to reference
when a group of zap channels are all in use.

I ran into that issue last week.  Sorry, I haven't looked for a
workaround.  Some sources mentioned GotoIf(), have you looked at that?
