AFAIK, all time announcement machines, including early ones using
optical sound tracks, used individual tracks for the different spoken
digits and composed a time message on the fly by playing them, along
with other necessary phrases, in the correct order. Otherwise a very
long recording or series of recordings would have been required.
Prior to the intro of mechanized time announcements, Call Announcers
were used in some cases to complete calls from dial offices to smaller
manual offices. Where the manual office was too small to justify
modification or slated for conversion to dial soon, equipment in the
dial office spoke the digits of the called number to an operator in the
called office as soon as she answered the incoming trunk. This was done
with properly sequenced optical sound tracks side-by-side on a drum. I
assume this method was adopted in the earliest time announcers since
anything else would be very cumbersome and repetitive to produce and
maintain.
