I don't know if you fixed this problem.
I was wondering if line impedance could be a problem.
I found the link below about needing to make some changes to the Zaptel
drivers to change line charcteristics.

Apparently if you use the Loadzone=UK option it doesn't actually change the
line characteristics.
You have to get it changed and set for the wctdm module.
This may be totally off the mark.
