[VoIP] Repair Dept.

I'm working with our upstream provider now.

I'm able to re-create the same problem from another asterisk box on the net.

I did a packet capture on the wawina asterisk tandem and I don't see  
the IAX2 packets coming in.  We're going to capture some packets in  
various points in their network and see if we can determine where it's  
barfing.
